Armenian residence permit state duties from 1 November 2026: old vs new

A "state duty" is the government fee paid to the State of Armenia. The Law "On State Duty" sets a base duty of AMD 1,000 and expresses every fee as a multiple of it: 150× for reviewing a temporary residence application, 250× for a permanent one, 5.95× for the card and 30× for the new certificate of lawful residence. Table 1 compares the old and the new schedule; the November 2026 rule changes are explained on their own page.

Three points matter for your budget. First, the duty is no longer refunded if the application is refused, according to the Ministry of Internal Affairs' statement of 6 October 2026 (law-firm commentary explains that the fee now covers the whole review). Second, applications filed before 1 November 2026 are decided under the old rules and old fees. Third, the date "1 January 2027" that appears in some reports refers only to a new work-visa duty, not to residence duties.

Note: base duty AMD 1,000 · duties are not refunded if the application is refused (MIA statement) · applications filed before 1 November 2026 are reviewed at the old duties. Note on the legal date: HO-12-N's own commencement clause reads "next tax year", but later amendments moved the residence duties to no later than 1 November 2026, and the consolidated law marked "in force from 01.11.2026" on ARLIS (checked 2 November 2026) shows the new multiples; we cite that text.

Total cost by route: company, sole entrepreneur, employment, permanent

The state duty is the same for every temporary residence ground. What changes between routes is the money you must have (or invest) to create the ground, the cost of registering it, and the running costs afterwards. Indian citizens were the second-largest group receiving temporary residence in the first half of 2026, after Russians, and 6,085 of the 8,181 temporary statuses granted were employment-based — so for most Indian readers the first question is who pays the employment-route duty. On mcs-permits.am the employer's director files the application, the Migration and Citizenship Service (MCS) reviews it only after the duty is paid, and the platform lets either the employer or the foreigner pay. Since 1 November 2026 the law no longer exempts founders and directors of majority-foreign companies from employment permission, although the permission provisions themselves take effect only once the new e-visa system is launched (HO-11-N Art. 30(7)).

Family, study and other grounds pay the same state duty; only the documents differ — see the complete guide to Armenian residence permits. A bank account is not required to register a company, but most banks reportedly ask the director to attend in person for identity checks; see opening a bank account in Armenia.

Which route fits your budget? Ask on WhatsApp

Is the AMD 2,000,000 a fee or your own capital?

Other websites quote anything from "no minimum" to "$20,000". The law is clearer.

Company: AMD 2,000,000 in charter capital

Armenian law sets no general minimum charter capital for an LLC. The AMD 2,000,000 figure exists only as the residence ground: you must have invested at least that amount in the charter capital of an Armenian commercial organisation (or hold securities of that value). It is not paid to anyone; it stays in your company. See the company-route guide to the AMD 2,000,000 rule.

Sole entrepreneur: AMD 1,000,000

The law requires at least AMD 1,000,000 in your business accounts; EY and press reports add an alternative of AMD 1,000,000 turnover in the 60 days before applying (reported, not in the law text we read).

The 180-day test

Business-based residence can be declared invalid if no tax data on business activity is recorded within 180 days of the grant, or if the capital is withdrawn or falls below AMD 1,000,000. EY reports exceptions for reinvestment within one month. One avoidable cost: a trade name containing "Armenia" or "Hayastan" carries an annual duty of AMD 600,000.

Document costs: translation, legalisation, photos, medical certificate

No official price exists for any item below, so every cost cell reads "varies — ask us". The list follows the current MCS checklist, which is the pre-reform one; a post-reform checklist had not been published on 2 November 2026. Armenia accepts foreign public documents only with an apostille (where your country is a Hague Apostille party) or consular legalisation, followed by a translation into Armenian. We tell you the exact chain for each document.

Costs after you hold the card: annual re-application, taxes, obligations

There is no extension. A temporary status is granted for up to one year, and to continue you file a new application when your permit expires and pay the full duty again — AMD 150,000 plus 5,950 each year. This replaces the old AMD 105,000 extension fee. If your company is the ground, its tax obligations are a running cost: turnover tax is filed and paid quarterly by the 20th of the following month.

Timeline and in-person steps that affect your budget

The law gives the MCS 30 days from filing to decide; no practice data exist yet for the system that started on 1 November 2026. Budget two trips to Armenia unless you already live there:

  1. Register on mcs-permits.am and upload the documents (on the employment route, your employer files).
  2. Pay the state duty — the MCS starts the review only after payment.
  3. Preliminary online review; complete any requested action within 5 days or the case is suspended automatically. Your stay remains lawful while the decision is pending.
  4. One in-person appointment (the MCS has not published the location).
  5. Decision within 30 days of filing (quota considered); collect the card in person with fingerprints and an e-signature sample.

Indian citizens need a visa to enter: the state duty for a single-entry visitor visa of up to 120 days is AMD 15,000, and the law's new work entry visa (up to 120 days) is not yet available. See Armenia visa for Indian citizens.

What does Tabsi Travel charge?

We quote per case after a free assessment, because the work differs by route and family size. A company-route quote covers the charter and founding decision, filing under power of attorney if you are abroad, electing the tax regime within the 20-day deadline, the platform filing, accompanying you to the appointment, and setting up accounting. State duties are paid to the State and are never part of our fee; they are non-refundable whoever files.

FAQ: Armenian residence permit costs

How much does an Armenian residence permit cost in 2026?

From 1 November 2026 the state duty is AMD 150,000 to review a temporary residence application plus AMD 5,950 for the card (AMD 155,950). Permanent residence costs AMD 250,000 plus 5,950 (AMD 255,950). Translation, medical and legalisation costs come on top.

Is the Armenian residence permit fee refundable if my application is refused?

No. According to the Ministry of Internal Affairs' statement of 6 October 2026, the duty is not returned if the application is refused; law firms explain that it now covers the whole review. The law text we read contains no refund clause.

Who pays the fee for employment-based residence — me or my employer?

Either. Your employer's director files on mcs-permits.am, and the platform lets the employer or the foreigner pay the AMD 150,000 duty from their own page. The MCS starts the review only after payment.

Is there a fee to register a company in Armenia?

No state duty applies to LLC registration, online or on paper. A sole entrepreneur pays AMD 3,000 for a paper filing and nothing online. Notarised translations and any power of attorney are separate costs.

Is the AMD 2,000,000 a government fee?

No. It is charter capital you invest in your own Armenian company to qualify for the business ground. It stays in the company and must not fall below AMD 1,000,000, and the company must show tax data within 180 days.

How much does it cost to renew a temporary residence permit?

There is no renewal. Temporary status is granted for up to one year; to continue, you file a new application each year and pay the full duty again, AMD 150,000 plus AMD 5,950 for the card.

Does the work entry visa (120 days) cost AMD 15,000?

Not yet. The work entry visa depends on Armenia's new e-visa system, for which no launch had been announced as of 2 November 2026, and its AMD 15,000 duty is reported for 1 January 2027. Do not confuse it with the existing AMD 15,000 visitor-visa duty.

What does Tabsi Travel charge?

We give a quote on request after a free assessment; it depends on the route and the number of family members. Government duties are paid separately to the State and are non-refundable.
